Read about this work around in a FB group. Try it and let me know if it works:

“Create a Payoneer account (payoneer.com)

1. Hover over “Receive” on the top left portion of the website.
2. Click on “Global Payment Service”
3. Click on “USD Receiving Account”
4. Go to Medium.com, click on the Medium Partner Program, choose Stripe Express, and input the Payoneer bank details that you’ll find after doing step 4.

Please note that you *DON’T NEED* to create a Stripe account at stripe.com. The one you create through the Medium website is all you need.”
